Starr Promotes 3 Prosecutors

In a sign that his Washington office won’t shut down soon, independent counsel Kenneth W. Starr promoted three members of his staff, including the key prosecutor in a controversial 11-hour confrontation with Monica S. Lewinsky. Starr named three new deputies, elevating prosecutors Jay Apperson, Edward J. Page and Michael Emmick. Emmick was the lead prosecutor assigned to try to persuade the former White House intern to cooperate with Starr’s office in her initial encounter with investigators.
