Philippine troops arrested three army mutineers loyal to deposed President Ferdinand E. Marcos who were allegedly plotting to overthrow the government. Officials said that a 30-page document seized along with the three soldiers in the Tondo slum district of Manila confirmed a military report of a plan to attack the presidential palace, military camps and the capital’s airport. Officials added that Eric Reyes, John Sultan and Roberto Martinez, all former army trainees absent without leave, belonged to the “Black Forest Command.” The group was blamed for raiding a Manila military camp two weeks ago in a bid to free a pro-Marcos colonel. Seven others linked to the group were captured last Monday.
