Retail Project: The Costa Mesa City Council is scheduled to vote tonight on a proposal for an open-air, 400,000-square-foot retail and entertainment center across the street from South Coast Plaza.
In addition to space for smaller shops, Arnel Development Co.’s proposal calls for the construction of movie theaters, restaurants and several discount department stores on vacant land between the San Diego Freeway and South Coast Drive.
If plans for the center are approved, construction could begin later this year, and the complex could open in time for 1995 holiday shopping.
