LATINOS: The numbers, complain some Burbank Latinos, tell a sorry tale: Latinos are 22% of the city population and nearly 38% of the students in the Burbank Unified School District. But they make up fewer than 1% of the appointees to Burbank’s commissions, boards and committees. Latinos say they’re shut out of the system. Longtime city pols say Latinos have simply failed to apply for such posts (B1).
