La Verne : Loud Pets May Be Banned

The City Council on Monday voted unanimously to create a process to ban loud pets from the city.
The ordinance, scheduled to return for final adoption April 21, would require pet owners to permanently remove any animal whose “frequent barking, howling, screeching or other noise” disturbs the residents of three or more dwellings.
To evict an animal, neighbors would have to inform the city in writing that an animal is too loud.
If the owner does not remove the animal, the city may then seize and impound it, although it may be returned when the owner pays the city’s boarding fee.
The ordinance was sparked by complaints at the council’s March 16 meeting from residents of Via de Mansion, who said a neighbor’s parrots sounded like an air horn going off at dawn every morning.
