Environmentalists assailed plans to regulate air pollution from city garbage incinerators as inadequate while municipalities said they would prove too costly in testimony at a House Energy and Commerce subcommittee hearing. The planned regulations by the Environmental Protection Agency and in a bill sponsored by Rep. James J. Florio (D-N.J.) target city waste-incinerating facilities, which are projected to grow from 111 units to 210 by the end of the century as communities run out of landfill space for their garbage.
