Northern Cities Among Worst for Car Theft

Several Northern California cities are among the worst in the nation for car theft, according to a new report.
Only Phoenix had more cars stolen last year than Fresno, which was second, according to the National Insurance Crime Bureau. Modesto and the Stockton-Lodi area were close be- hind.
Sacramento was seventh on the list and Oakland was eighth. All the top cities were in the West, except for Miami.
The safest cities listed were Elmira, N.Y., and State College, Pa.
