State Hiring a Cause, Not Victim, of Budget Woes

“State Fiscal Woes Threaten Cities’ Budgets and a Leading Job Engine” (Jan. 17) is an interesting view of the state’s financial problems.
The writer states that employment in the public sector has grown more than in any sector, and that the state’s budget crisis is a blow to the labor market.
Isn’t the state’s hiring binge one of the principal reasons for the budget crisis in the first place?
