The City Council this week unanimously voted to deny a General Plan amendment that would have removed a public trail designation from Monarch Beach. The change would have affected an undeveloped lot within a gated community east of Monarch Beach Drive. Instead, the council asked city staff to work with the Monarch Beach Master Homeowners Assn.--which had wanted the lot walled and developed as a small park--to figure out how to keep the trail open to the public.
