The city and the Home Depot this week discussed how to work together to head off any problems with day laborers, including loitering, when the Harbor Center store opens in January. At other Home Depot locations, day laborers have tended to congregate in the parking lot to seek construction or other work from contractors and homeowners. City staff and the Home Depot will return to the City Council later this year with more formalized recommendations.
