* Calpine Corp., a San Jose-based electricity producer, broke ground for the first major power project since California’s electricity industry was deregulated more than a year ago. The $300-million, 500-megawatt Sutter Power Plant in Yuba City will be powered by natural gas and is expected to begin producing electricity in April 2001.
