The City Council has upheld a December decision denying Chris Spencer a permit to turn his sober living center into a full-fledged drug- and alcohol-rehabilitation hospital.
The recovery center, open since June 1997, has been offering primary care to patients and medically detoxing them, Spencer told council members at the December meeting. But his original permit doesn’t allow him to do that, and council members drafted a resolution clarifying that.
A last-minute change to the document was submitted at last week’s meeting, stating that the city would uphold its decision and deal with alleged violations of the permit at a later date.
