Effective Jan. 1, all dogs and cats adopted from the Orange County Animal Care Center will be sterilized before going to their new homes.
State-mandated fines for impounded, unsterilized dogs and cats will also become effective Saturday. The fine for a first violation is $35, $50 for the second violation and $100 for the third or subsequent violations.
