New City Council member Brian O’Neal was sworn in Tuesday, taking the seat of Eva Miner Bradford, who left to become a Mormon missionary in Arizona. O’Neal, a community volunteer and 21-year resident, was chosen by the council last month to fill Bradford’s term, which expires in November 2000.
