Grandmother Arrested in Boy’s Fall From 8th Floor

NEW YORK — A 2-year-old boy tossed from an eighth-floor balcony suffered only a broken arm and bruises because tree limbs broke his fall and he landed in a flower bed, police said.
His grandmother, 55-year-old Ruby Owens, was arrested Tuesday on child assault and endangerment charges and ordered to undergo psychiatric testing, an officer said. She was found wandering the streets of her Brooklyn neighborhood in her nightgown half an hour after the boy was rescued. Police had responded to a neighbor’s call.
