Clinton Plan Would Widen College Track

Saying there are plenty of poor children “who just need a little spark to go on to great things,” President Clinton unveiled a $140-million effort to begin steering them toward college as early as sixth grade. Clinton announced the High Hopes for College program, which seeks to pair children from disadvantaged families with mentors, tutors, counseling and other support to guide them to college and brighter futures.
