Veterinarian Gets His License Back

A Ventura veterinarian, who had been accused of negligence by the state, will be able to keep his license and may be entitled to compensation for his legal fees, a Ventura County Superior Court judge ruled Tuesday.
Thomas James Bulgin had been found negligent by state investigators last August in the treatment of six cats at his All Cats Clinic in Ventura and was stripped of his license. He appealed the decision, and a judge later reinstated his license.
The current ruling, by Judge William Peck, clears Bulgin of all the charges, said his lawyer, Wendy Lascher. The decision could ultimately require the state’s Board of Examiners in Veterinary Medicine to pay Bulgin’s court costs, Lascher said.
