The most alarming revelation derived from this bright young rapper’s fourth album is that nothing appears to be getting better in the Hayward ‘hood he’s chronicled for the past seven years. “Amerikkka” finds the youth still as uncompromising as the tough streets he comes from, but even more bitter and, as “Strap on the Side” indicates, well-armed.
