Federal agencies unveiled a new Emergency Alert System designed to warn the public of everything from wars to hurricanes by beaming information to their television sets, radios, pagers and compact disc players. The new system can activate consumer electronic devices even when they are turned off. It is the successor of the old Emergency Broadcast System, whose repetitive tests on broadcast channels have long been tuned out by most people as boring.
