PROCRASTINATE: County taxpayers are slower than usual this year filing 1040s, which is common when folks don’t expect large refunds. H&R; Block district manager Diane Lipinski said the relatively large unemployment rate in the county last year will cut down on significant refunds. . . . Still, the IRS expects the county to generate a record 1.2 million individual filings.
