Russia Modifies Missile for Satellite Launch

MOSCOW — Russia launched a satellite Thursday using a new rocket based on one of the Soviet Union’s deadliest intercontinental missiles, the SS-25, Itar-Tass news agency said.
The new launcher, called Start, was produced at the same plant that makes the SS-25s. But it was financed by independent companies instead of through the state budget, Tass said.
The mobile rocket is not included in arms reduction treaties signed between Russia and the United States. Tass did not disclose the satellite’s purpose.
