STILL IN ACTION: Bruce Nestande surprised about everyone when he abruptly resigned as county supervisor in 1987, after a failed bid to become California secretary of state. But Nestande still has a hand in politics. A successful lobbyist, he was recently appointed by Gov. Pete Wilson to a bipartisan committee checking up on Caltrans. . . . Nestande says about trying to get a handle on the massive agency: “It’s like Napoleon going to Moscow; you can’t quite get there. It absorbs you in its bowels.”
