A top health official acknowledged Monday that the Bush Administration used upper-limit estimates of how many fetuses would be available for use in a tissue bank proposed by the President. Bush’s proposal would allow the use of fetal tissue from miscarriages or tubal pregnancies but not from elective abortions. From the beginning, the scientific community scoffed at Administration claims that tissue for human transplantation research could be recovered from 1,500 to 2,000 fetuses a year.
