The Pittsburgh Penguins, backing up a promise they made during their drive for a second consecutive Stanley Cup, proposed several major rule changes with an eye toward cleaning up play in the NHL.
Most notable are suggestions that linesmen be allowed to call penalties, and that punishments be stiffened against players who fight or use their sticks as a weapon.
