Philadelphia to Economize by Installing Stop Signs

PHILADELPHIA — The city will replace one quarter of its 3,000 traffic lights with stop signs to save an estimated $500,000 a year on electricity and maintenance.
Intersections with lights will be converted to four-way stops.
