Nation IN BRIEF : WASHINGTON, D.C. : Bush’s Budget Plan Defeated in House

The House rejected President Bush’s 1993 budget, 370 to 42, setting the stage for the Democrats’ plan to shift spending from the military to schools and other domestic needs. Democrats derided Bush’s package for the fiscal year starting Oct. 1 as an inadequate response to the needs of a nation mired in recession. The House was expected to adopt the Democratic alternative later in the week. Budget Committee Chairman Leon E. Panetta (D-Carmel Valley) said: “The world has changed. . . . We need to reorder these priorities and invest in areas that affect our society.” Minority Whip Newt Gingrich (R-Ga.) called Bush’s plan “the least bad offer we have right now.”
