BUTTS STOP HERE: How much do we litter our beaches? The state Coastal Commission reports that its Sept. 21 volunteer statewide cleanup netted 150 tons of trash, most of it cigarette butts. Orange County totals: 42,571 pounds of trash on 19 beaches. Oddities included a mannequin arm, a coffee maker, a car battery and a wallet from someone in New York. . . . The most ominous find was a loaded handgun on an L.A. beach.
