LIGHTS OUT: Got a complaint about the power company? Southern California Edison promises to make it easier to cut through the red tape. . . . Beginning soon, its 5,600 customer service employees will have more authority to solve a problem--eliminating a layer of middle management on customer complaints. Board Chairman John E. Bryson calls it “pushing decision-making downward.” Under the plan, Orange County will have its own trouble-shooter.
