Monrovia : Clinic Permitted to Expand

An alcohol-recovery clinic will be allowed to expand to include treatment for drug dependency after a 3-0 vote of the City Council.
Neighbors of the 31-bed Spencer Recovery Center have complained about parking problems and noise at the clinic, on Foothill Boulevard at Alta Vista Avenue. But an emotional group of recovering alcoholics spoke in favor of the center during the council’s Tuesday meeting, many crediting the in-patient recovery program with saving their lives.
“I can’t, for the life of me, vote against that,” commented Mayor Robert Bartlett. Council members Mary Wilcox and John Nobrega abstained from voting because of conflicts of interest.
