Election results--A proposed special tax on sales of spray cans and felt-tip markers in Bell Gardens failed to gain the two-thirds vote needed for approval Tuesday. On Wednesday, a Times chart on the election results incorrectly described the proposal as an advisory measure and did not say that the measure required a two-thirds majority for passage.
