TRICKLE: If the faucets in the South Coast Plaza restrooms seem a bit stingier dispensing water these days, blame the drought. The Costa Mesa shopping center says it’s reduced pressure to the bathrooms and expects to save 2.4 million gallons per year as a result. . . . Tinkering with the mall’s air-conditioning equipment is projected to save another 1 million gallons per year. All told, the mall claims it will save 4.6 million gallons of water in 1991.
