No-Fault Car Insurance

Did I miss something? What has happened to Prop. 103? The people of California voted for Prop. 103 because we wanted it. We had a chance, in the same election, to vote for no-fault insurance, but that proposition didn’t pass.
Why haven’t the insurance companies been made to lower their rates? Why doesn’t the governor support the wants of the people who voted him into office?
No-fault insurance won’t provide lower rates. It’s backed by the insurance companies and their aim is to make money.
