Prisoners: Passed and sent to the Assembly on a 25-3 vote a bill (SB 187) by Sen. Robert Presley (D-Riverside) to create state-county supervised programs for low-level, nonviolent prisoners in lieu of sending them to prison to help relieve overcrowded conditions. Miscellany
Lobbyists: Legislators are outnumbered by lobbyists by more than a 7-1 margin. The latest directory, published by Secretary of State March Fong Eu, lists 856 lobbyists, 276 lobbying firms and 1,514 lobbyist employers registered for the current session. There are 120 legislators--80 in the Assembly and 40 senators. In contrast, the first directory, published in 1975, listed only 660 lobbyists and 950 lobbyist employers registered for the 1976-77 session.
