Blasts Arco Proposal: Using harsh language toward a fellow oil company, Chevron rejected a proposal by Atlantic Richfield Co. to move oil from the offshore Point Arguello project to Los Angeles via its Four Corners Pipe Line Co. unit. Santa Barbara County officials have denied Chevron’s request.
