ANKARA, Turkey — Visiting Soviet Foreign Minister Eduard A. Shevardnadze said Friday that Iraq’s invasion of Kuwait has set back prospects for a settlement of the Arab-Israeli conflict.
He held a news conference after meeting President Turgut Ozal in Ankara.
