Air Canada to Restructure: Air Canada, that nation’s biggest airline, said it will lay off 13% of staff and launch a restructuring that will include selling its massive Montreal headquarters. Chairman Claude Taylor said the carrier would lay off 2,900 workers by Jan. 31, 1991. As part of the program, Air Canada will cut its capital spending by $570 million next year and will also suspend service to Singapore, Lisbon, Spain and Athens.
