TOWER POWER: Building a tunnel beneath the Strait of Gibraltar (D5) is not Charles E. Kaempen’s first dream. . . . In 1975, he suggested building a hollow plastic tower, 6,500 feet high and 325 feet wide. The idea: to disperse urban pollution in the upper atmosphere while producing water and generating electricity. Some experts said the concept was worth exploring, but it never got off the drawing board.
