Commissioner Fay Vincent, as did Bart Giamatti before him, refused to commit major league baseball to an expansion beyond the two additional teams planned for the 12-club National League.
Members of the Senate Task Force on Baseball pressed Vincent behind closed doors in Washington to commit himself to a six-team expansion by the year 2000, renewing a plea lawmakers had made last year to the late commissioner, Giamatti.
