StarTel Corp.: The Irvine manufacturer of telecommunications systems reported net income of $55,000 for the first quarter, contrasted with the loss of $479,000 it reported for the period last year. Revenue declined 10% to $1.8 million. StarTel Chairman Don M. Berry said that organizational and personnel changes made during 1989 resulted in a return to profitable operations for the last two quarters of 1989 and for the first quarter of 1990.
