Overpopulation

There is a perfectly simple way to stop sewage spills into Santa Monica Bay and to solve the problem of overcrowded schools. Both of these problems are due to population outgrowing facilities. Los Angeles should stop all building--houses and office buildings and factories. No new businesses should be licensed. When sewer facilities are complete, when new schools are built, and traffic problems improved then limited building and new businesses could start again. This would help with the smog problem, too. If put to a vote, I think this would pass. Until this is done I think we’re up a sewage creek without a paddle.
