P.M. BRIEFING : OPEC ‘Almost’ Agrees on Ceilings

GENEVA — OPEC oil ministers said today that they were “almost” in agreement on a higher new official production ceiling for the 13-member cartel, but haggling continued on the fourth day of talks.
“We have almost settled on a ceiling,” Iraqi Oil Minister Issam Abdul Al-Chalabi told reporters after a 90-minute morning session.
An Indonesian official said privately, however, that the debate was “floating” around various proposed production limits.
