IHOP Corp., the North Hollywood owner and franchiser of more than 470 International House of Pancakes restaurants, said it named Frederick Silney vice president/finance and treasurer. Silney formerly was division manager and assistant general manager of Carnation Co.’s dairies division. IHOP also appointed J. Ken Masuda to vice president/development. Masuda, who has more than 20 years experience in real estate, will oversee IHOP’s real estate and construction functions, the company said.
