Don M. Shagrin has joined the investment banking and securities brokerage firm Smith Barney, Harris Upham & Co. as an executive vice president. On May 1, he will become regional director of the firm’s Western region, based in Los Angeles, succeeding Otis M. Healey, managing director, who retires this spring.
