The Second New York International Festival of the Arts--showcasing foreign arts companies that have never before, or infrequently, performed in New York--has been put off until the first three weeks of June, 1991, one year later than originally planned, according to Martin E. Segal, the festival’s chairman. The festival will also sponsor a daylong musical celebration in New York on June 21 of this year.
