Citing the public-trust doctrine and environmental laws, a grass roots citizens’ group in Fresno has filed a lawsuit to halt a major housing development and golf course near Millerton Lake. The suit alleges that the Fresno County Board of Supervisors improperly approved the 488-acre Millerton New Town Development Co. project despite allegations that an inadequate environmental review had taken place. Instead of a complete environmental impact report, the county issued a document that said all adverse environmental effects of the project had been or would be mitigated entirely, or reduced to a level of insignificance.
