Foreign Secretary Raul Manglapus said that, in his talks with U.S. officials this week in Washington, he will insist that the United States pay $1.2 billion for the use of military bases in the Philippines. Manila’s chief negotiator on the bases ruled out lowering the figure, described as “out of bounds” by Secretary of State George P. Shultz. The agreement for U.S. use of Subic Bay Naval Base and Clark Air Base expires in 1991. Manglapus said Washington has offered until then to double its present annual economic and military aid of $180 million, adding non-cash components to make a total of about $500 million a year.
