Rosemarie Troy, fashion director of Bullocks Wilshire...

Rosemarie Troy, fashion director of Bullocks Wilshire for the past 12 years, resigned from her post on Tuesday. Troy had been fashion director of both Bullocks Wilshire and I. Magnin since the recent takeover of those stores by Macy’s. She was unavailable for comment, but San Francisco-based Rose Marie Bravo, now chairman and chief executive officer of I. Magnin/Bullocks Wilshire, confirmed the resignation. As reported previously, Monty Ventura, who had been fashion director of Bullock’s, also taken over by Macy’s, resigned from that job about a month ago. No replacement has been named.

No Restraining Order

What Cher will wear on MTV’s Video Music Awards Sept. 7 is still a mystery. Even Bob Mackie, who will design it, says he doesn’t know. Mackie can whip up something quickly, because he’s designed for her for years. The blond, boyish designer is in Los Angeles right now, working on the spring ready-to-wear collection he’ll show to stores in New York in November--and on the wardrobe Cher will wear to promote her new perfume, Uninhibited. We asked Mackie how uninhibited Cher’s perfume promotion wardrobe would be, and all he would say is “Everything will be black.” We’re betting on black and bare. More film-star fashion from Mackie: He did the dresses to be worn by Jill Eikenberry and Kirstie Alley at the Emmy Awards Sunday.

Shortcut to Emmy Awards

We hear Jennifer Merwin-Busfield, wife of Timothy Busfield, a k a Elliott on “thirtysomething,” has her act together for the Emmy ceremony. She’ll be wearing a Norma Kamali lace slipdress (from Shauna Stein in the Beverly Center), her own Donna Karan pumps, elbow-length evening gloves and a nice expanse of leg. We’re told the dress was originally calf-length, but Merwin-Busfield had it shortened to above the knee.

Meeting the Challenge

“You can’t fight something you’ve never seen, wouldn’t recognize and don’t understand.” That’s how May Co. execs explain why they’re offering a hard-hitting videotape, free of charge, with any children’s clothing purchase tomorrow. The one-day-only offer of a 23-minute video, starring Michael Gross of “Family Ties,” is meant to help parents recognize and identify drugs and drug paraphernalia they might find around the house, and to help identify behavioral warning signs of alcohol or drug abuse in their children. The tape, “Drugs and Youth . . . The Challenge,” normally sells for $10.95.

The Silver Fox

“All chewing stopped” when Ricardo Montalban walked into Kate Mantilini’s restaurant Monday at lunchtime. The tall, silver-haired actor was “devastatingly handsome,” said our short, blond reporter, who usually favors Tom Cruise types. “Montalban wore a pearl-gray sweat suit that matched his hair,” she said, and “as he walked through the dining room to his table, a silence came over the place. All eyes were on him.” We thought you’d like to know.

Putting Store in Cosmetics

Gale Hayman is expanding her mail-order cosmetic business to include selling at department stores. The Gale Hayman, Beverly Hills collection becomes available at Nordstrom’s South Coast and Westside stores Sept. 25 and, come October, at the new San Francisco flagship store. Nordstrom will also sell Hayman’s “life style accessories”--from her trademark Kenneth Jay Lane leopard pin ($55) to a leopard-spotted Judith Leiber jeweled evening bag ($2,200).

Having an Old World Ball

Ballgown business should soon be picking up. The Philharmonic Ball to be held Oct. 19 at the Beverly Wilshire Hotel will not be an ordinary formal event but an actual Viennese ball. Viennese waltzes will be played by the harmonious Philharmonic orchestra, which benefits from the $200-a-plate frolic. Those who haven’t the foggiest idea what to wear to such an Old World-type gala will be helped along by the members of the Junior Philharmonic committee who will hold a pre-ball party Sept. 18 at Pam and Peter Mullin’s Engine Company 28, the landmark fire station-turned-office building on Figueroa Street. At the pre-ball bash, gowns designed by Bill Blass and Bob Mackie, available at I. Magnin, will be modeled along with jewelry from Laykin et Cie.

Putting On the Dog

Have you ever seen a “scuba dog”? We have. He’s bright yellow, wears green goggles and is surrounded by adorable underwater friends cavorting in a very bright sea on a white cotton “art shirt.” The art is by local artist Joe Monroe and the shirt is by the Weekends Co., run by local entrepreneurs Brad Murdoch and Brad Moore. Moore used to run the Christmas Fantasies store on Burton Way in Beverly Hills. Anyway, the two Brads will distribute their shirts Sept. 7 backstage at the Universal Amphitheatre, where the MTV Video Music Awards take place. Recipients will be folks such as Cher, Rod Stewart, Teri Garr and host Arsenio Hall, all of whom can really afford to buy their own art shirts. But what the heck, it’s a good way for a new shirt firm to make friends. If you’re not backstage, you’ll have to pay $38 at Fred Segal or Camp Beverly Hills.
