Thomas F. Mehlberg was promoted to senior vice president and chief petroleum engineer of Trust Co. of the West, Los Angeles. Mehlberg will be responsible for evaluating oil and gas assets for potential investment. Before joining Trust Co., Mehlberg was a vice president for CitiBank’s utilities department. David K. Sandie and Terri B. Childs were also named vice presidents of Trust Co.
