A federal board ordered a Postal Service contract with Texas financier H. Ross Perot voided. The contract had been suspended on July 8 after a preliminary ruling which the Postal Service is challenging in the U.S. Court of Appeals. The postal agency argues that the General Services Administration’s Board of Contract Appeals doesn’t have jurisdiction in the case. The GSA appeals board concluded that the Postal Service violated federal rules by failing to provide any advance notice of the contract and awarding the contract to Perot without seeking competitive bids.
