Rep. Henry A. Waxman (D-Los Angeles), chairman of the House Energy and Commerce subcommittee on health and the environment, received $42,500 in honoraria from health-related special interest groups in 1987, according to a study released by Common Cause. The money from health groups represented 56% of the total $76,400 in honoraria received by Waxman during the year, the citizens lobbying group said. In 1987, House members were permitted to keep up to $25,885 in outside income such as honoraria. No group can pay a member more than $2,000.
